UNIVERSITY OF THE PHILIPPINES DILIMAN's (UPD) security scheme was reassessed and tightened after Lordei Camille Anjuli Hina, a University Student Council (USC) Volunteer and fourth year BA Political Science student was attacked inside the USC Office at Vinzons Hall, UP Diliman, February 1, 2012.
Brutally robbed inside UPD Hina was hit with an ice pick above the left temple, knocking her unconscious and causing a fracture to her skull. Currently, she is in a critical condition and confined at the surgical intensive care unit of Capitol Medical Center (CMC) where doctors claimed that she is suffering from acute brain haemorrhages and hematoma (solid swelling of clotted blood). According to the victim’s mother, Concepcion Hina, she may remain under observation for the next six months after which, the possibility for her recovery may be determined. Carlo Pecayo, 35, a resident of Antipolo, Rizal, was one of the suspects arrested a few minutes after the crime by the UPD Police from whom they recovered Hina’s bag, two laptops, and an ice pick. Currently, he is held in custody at the Quezon City Police District (QCPD) Station 9, and at the same time, QCPD is conducting a manhunt for his accomplices. One of the suspects at large was identified Dante Santos, while the two others remain unidentified. “Wala naman siyang dala nung umakyat siya kaya sinita ko siya,” states Vinzons Hall security guard Gerry Docto, who saw Pecayo leaving the premises at around 3:15 PM. He asked to inspect his backpack, however, the suspect ran to catch a taxi cab. Fortunately, Docto was able to take note of the taxi’s plate number, allowing rotating guards to intercept the taxi cab along Guerrero Street in front of the Asian Center. Pecayo and his accomplices pretended to be tattoo artists who would like to apply for a booth for the upcoming UP Fair. Hina, the secretary-general of UP student organization Center for Nationalist Studies (CNS) and before the crime, a friend of hers, also a CNS member, was with Hina at the USC Office at around 12 PM. Hina and her friend gave Pecayo and Santos the phone number of the USC’s officer-in-charge for UP Fair booths and they left the office but returned at around 2 PM to wait for the officer whom they contacted outside the office. Hina’s friend left the office around 2:30PM to buy food and she received messages from Hina stating that Pecayo was asking a lot of questions and that she needed to go back to the office immediately. When she returned to the office, the door was locked and after asking a security guard to open the room, she found Hina sprawled on the floor soaked under blood. UPD Chancellor takes action UPD Chancellor Caesar Saloma called for an emergency meeting on February 2, to instruct the Committee on Security and Welfare (CSWC) to operate on a stricter inspection of IDs and bags and to increase UP Diliman Police visibility particularly in the vicinity of Vinzons Hall. “Security personnel will be issuing metal detectors, however, the decision to equip them with policeman clubs and guns is deferred.” states UPD USC Chairperson and CSWC member Jemimah Garcia. Saloma claims that UP Diliman will continue to develop better ways to ensure the security, safety and well-being of its faculty, staff, and students do that UP is able to accomplish its stated mandate as a national university.
